Justin Trudeau Goes Pro-Union

Keeping in line with the Liberals’ ‘go green or go home’ clean energy mantra, the budget also encompasses a union-based approach to the labour market, particularly for Canadian workers employed across sectors that will make Prime Minister Justin Trudeau’s green future come true.

It wouldn’t be a good budget without a Catch 22!

In order for companies to take advantage of the Clean Technology and Clean Hydrogen Investment Tax Credits, Investment Tax Credit for Carbon Capture, Utilization, and Storage, and the Investment Tax Credit for Clean Electricity, they will be required to pay a compensation package— including pension contributions and benefits equal to the most recent union bargaining agreement. So, in other words, only unionized industries qualify.

The new requirement would come into effect in October 2023, and will also require that registered apprentices work a minimum of 10% of all tradesperson hours. Moreover, Ottawa proposes amendments to Canada’s Labour Code to prohibit businesses from hiring replacement workers during a union strike or lockout.

“It’s appalling that in Canada, in the 21st century, we still have a system that allows employers to lock out their workers, and then hire replacement workers to take their jobs. All so they can avoid negotiating a fair contract with their employees. That has to stop now,” said CUPE National President Mark Hancock back in January.
