The ArriveCan plot thickens: the CEO of one of the Department of National Defence’s (DND) biggest contractors apparently happens to be an employee of the DND, according to a report from CTV News.
The revelation comes just a day after the federal government announced that it would be reviewing its program to support indigenous contractors. The review was prompted by Dalian Enterprises, which received $7.9 million for its work on the ArriveCan app, whose CEO, is David Yeo.

The Globe and Mail reported that Dalian Enterprises, presenting itself as Indigenous-owned and working alongside Coradix, secured a substantial portion of government contracts, amounting to $400 million.
This revelation has led Indigenous Services Minister Patty Hajdu to announce a review of the government’s contracting policies with Indigenous businesses, aiming to allocate five percent of the total value of government contracts to Indigenous enterprises by 2024.

Yeo, who is employed on the civilian side of DND as part of the Materiel group, has seen his company benefit from multiple contracts across various departments, including the Canada Border Services Agency and the RCMP.
The DND has confirmed that Yeo is currently an employee but that he has been suspended. The department will be launching an investigation and will be suspending contracts with the company.
