EU members have been considering stricter tourist visa rules following increased Russian applications over the summer. Some reports suggest a complete tourist visa ban could take effect as early as September 12.
Yulia Navalnaya, widow of late opposition leader Alexei Navalny, urged the European Union not to impose restrictions on tourist visas for Russian citizens, arguing that such a move would harm ordinary people and feed into Kremlin propaganda.
In a letter to Kallas, Navalnaya argued that President Vladimir Putin does not represent the whole of Russia and that ordinary “Russian citizens are not the culprits of the war.”

“Such a decision will become a serious mistake. Sanctions should be targeted against oligarchs, security forces, propagandists, and other accomplices of the regime, not against ordinary citizens. Vladimir Putin is not all of Russia,” she continued.
The calls from Navalnaya follow Poland invoking Nato’s Article 4 after the incursion of multiple Russian drones overnight on Tuesday, which led to the defensive bloc being forced to defend Poland’s skies.
