House Passes Measure To Rescind Trump Tariffs On Canada

  • A narrow 219–211 House vote turned Canada tariffs into a live test of presidential trade power, GOP discipline, and the Senate’s appetite for a veto-bound rebuke.

The GOP-led House passed a Democratic-led resolution to rescind President Donald Trump’s tariffs on Canada, approving the measure 219–211 as six Republicans joined nearly all Democrats in a rare, recorded rebuke of the president’s trade policy.

The Republicans voting in favor were Reps. Don Bacon, Brian Fitzpatrick, Dan Newhouse, Jeff Hurd, Thomas Massie, and Kevin Kiley, while Rep. Jared Golden was the only Democrat to vote no.

The resolution was led by Rep. Gregory Meeks, the top Democrat on the House Foreign Affairs Committee, and is designed to end the emergency declaration Trump used to justify the Canada tariffs.

Bacon framed the vote as a constitutional and consumer-cost issue, writing, “Congress has Article One Constitutional responsibilities on tariffs,” and adding, “tariffs are a tax on American consumers.”

The floor vote followed a separate loss for Speaker Mike Johnson on the path to consideration, after three Republicans helped defeat an effort to block the vote, 214–217, opening the door to a direct up-or-down outcome on Trump’s Canada tariffs.

Johnson, however, argued publicly that Congress should not undercut Trump mid-negotiation, saying on Fox Business, “I think it’s a big mistake,” and adding that tariffs have done great for the economy.

Reportedly, additional votes could follow to block tariffs imposed against other countries, including Mexico, signaling that Canada may be the first of multiple tariff showdowns rather than a one-off protest vote.

The bill now heads to the Senate, where its fate is uncertain, and the White House retains the ultimate leverage if the measure clears Congress, given the likelihood Trump would veto it.

Trump warned Republican defectors of electoral retaliation, posting, “Any Republican, in the House or the Senate, that votes against TARIFFS will seriously suffer the consequences come Election time, and that includes Primaries!”

He also claimed the trade deficit “has been reduced by 78%,” and that “the Dow Jones has just hit 50,000, and the S&P, 7,000.” The Dow did close above 50,000 on Wednesday, but the S&P 500 closed below 7,000.

Ontario Premier Doug Ford welcomed the House vote, calling it “an important victory with more work ahead,” and thanked members from both parties for supporting free trade and economic growth between the two countries.
