The Canadian government’s newly created Major Projects Office is taking over the functions of a federal team established in 2024 with a strikingly similar mandate.
Prime Minister Mark Carney launched the Calgary-based Major Projects Office in August to fast-track major infrastructure proposals through streamlined federal approval processes. The office aims to reduce project approval timelines from five years to two years under a “one project, one review” framework.

However, the Clean Growth Office was established in July 2024 within the Privy Council Office with $9 million in three-year funding to speed up federal decision-making on major projects using the same “one project, one review” principle.
When the Major Projects Office was announced, no mention was made of the Clean Growth Office or plans to integrate its operations into the new structure.
After The Canadian Press began inquiring about the overlap last week, government webpages describing the Clean Growth Office and its cabinet directive were removed.

“The Clean Growth Office has been integrated into the Major Projects Office to provide direct support,” Privy Council spokesperson Pierre Cuguen said in a statement. He noted that under CEO Dawn Farrell’s leadership, the team will continue advancing major projects and streamlining regulatory approvals.
Cuguen said the Major Projects Office has a broader mandate covering all government projects, not just clean growth initiatives. The office will serve as “a single point of contact” to accelerate nation-building projects across sectors, including energy, critical minerals, transportation, and infrastructure.
The Major Projects Office was created under the Building Canada Act, which received royal assent in June 2025.
