Prime Minister Mark Carney swore in Marc Miller as Minister of Canadian Identity and Culture on Monday, bringing the veteran Liberal back to cabinet days after Steven Guilbeault resigned over environmental policy disagreements.
Miller, a former Trudeau minister who held the Indigenous services, Crown-Indigenous relations, and immigration portfolios, will also assume responsibility for official languages. Carney had excluded him from the cabinet when he formed his initial ministry in March 2025.
Guilbeault resigned on Thursday as minister and Quebec lieutenant. He quit on the day Ottawa announced an energy deal with Alberta. In his resignation letter, Guilbeault wrote that he remains “one of those for whom environmental issues must remain front and centre.”

“That is why I strongly oppose the memorandum of understanding between the federal government and the government of Alberta,” Guilbeault said.
Sources inside the government said the shuffle addresses vacancies left by Guilbeault’s departure. Joël Lightbound will serve as Quebec lieutenant while maintaining his current role as Minister of Government Transformation, Public Works, and Procurement. Environment and Climate Change Minister Julie Dabrusin added nature-related duties to her portfolio.
Speaking to reporters outside Rideau Hall on Monday, Miller said, “it feels great” to be back in cabinet. “It’s nice to get the opportunity to keep on doing some amazing work and contributing to Canada,” he said.
Voters first elected Miller in 2015 to represent the Quebec riding of Ville-Marie—Le Sud-Ouest—Île-des-Soeurs.
Officials familiar with cabinet plans said Carney intends to conduct a more comprehensive reorganization early in 2026.
The shuffle follows Carney’s formation of a smaller, 24-member cabinet after he succeeded Trudeau as prime minister earlier this year.
