The Conservative Party has accused the Liberal government of concealing a “secret report” that allegedly proves the negative impact of carbon pricing on Canadian families. The Liberals, however, deny the existence of such a report.
The controversy stems from a series of documents provided by Environment and Climate Change Canada to the Parliamentary Budget Office (PBO) in May. The PBO requested these documents as it sought to revise its analysis of carbon pricing after admitting to errors in its 2022 and 2023 reports.
The previous PBO reports had indicated that while families receive more in carbon rebates than they pay directly in carbon pricing, these benefits are negated when broader economic impacts on productivity and wages are considered.

However, the PBO had mistakenly included the industrial carbon price, known as the Output Based Pricing System (OBPS), in its analysis, which was meant to focus solely on the consumer carbon levy.
Parliamentary Budget Officer Yves Giroux has apologized for the error and the lack of transparency surrounding it. Despite this, he maintains that the upcoming revised analysis, expected in the fall, will reach the same conclusions as the previous reports.
During a House of Commons committee meeting, Giroux stated that he is confident in his assumptions because the government has produced an analysis that supports them, but has not made it public. He further claimed that the government instructed his office not to disclose the numbers, which allegedly confirm the findings of the flawed PBO reports.
Conservative Leader Pierre Poilievre has demanded the release of the alleged “secret report,” accusing the government of a “carbon tax cover up.” Environment Minister Steven Guilbeault, in a written statement, denied the existence of such a report and called the accusations “outrageous.”
The Liberal government maintains that the information provided to the PBO consisted of raw data sets, not a written analysis and that such data may contain sensitive private information. The PBO confirmed that the information was indeed in the form of spreadsheets rather than a comprehensive report.
