Leaked Files Show Russia Training Chinese Paratroops Raising Taiwan Risk

Russia allegedly agreed to train and equip a Chinese airborne battalion under a package valued around $580–$584 million, according to an 800-page cache of leaked documents verified by the Royal United Services Institute.

The files outline Moscow’s role providing equipment, technology transfer, and doctrine to strengthen Beijing’s capacity for rapid air-assault operations relevant to a Taiwan contingency.

The main equipment tranche enumerates 37 BMD-4M light amphibious/air-droppable vehicles, 11 Sprut-SDM1 self-propelled anti-tank guns, 11 BTR-MDM airborne APCs, plus command/observation variants—sufficient for a battalion-sized unit—along with specialist parachute systems for heavy airdrops. The documentation describes Russian delivery, integration support, and a training pipeline to operationalize the unit.

Beyond vehicles, China requested high-altitude parachute systems capable of dropping up to 190 kg, with testing parameters down to –60°C and trial drops from roughly 8,000 meters. Russia agreed to provide performance data by end-2024 on a system known as Dalnolyot.

Analysts assess this enables long-glide insertions on the order of around 80 km for clandestine special-operations infiltration—capabilities directly applicable to a Taiwan scenario.

Meeting minutes cited in the leak show iterative negotiations and Chinese asks to accelerate timelines, adapt electronics, radios, and navigation, and ensure compatibility with PRC software and ammunition. Delivery stages recorded in 2021–2024 include completed technical analysis and manufacturing milestones, with training to occur first in Russia and subsequently in China.

Independent open-source corroboration includes customs and invoicing records tied to Russia’s Rosoboronexport and China’s CETC, indicating document transfers and work on automated command systems for Chinese airborne troops.

RUSI’s assessment emphasizes that the “greatest value” for Beijing lies in training and command-and-control procedures informed by Russian combat experience, areas where the PLA’s airborne arm remains relatively untested. Analysts cited by AP estimate Russian assistance could compress China’s airborne learning curve by roughly 10–15 years.

Russia and China conducted 14 joint exercises in 2024. Chinese representatives observed Zapad-2025 in mid-September, where Russia showcased high-altitude airdrop techniques China seeks to replicate.

A Taiwanese security official told reporters Taipei has tracked Russian command-system support to China and is preparing countermeasures.
